Playing as Dr. Eggman, using the Time Stop Switch may prove difficult but to get to the room with the floating black blocks, you need to stop time. (see picture) Next you have to jump on the blocks to get to the next area. When you reach the back of the room, jump on the block that is traveling up which will take you to the exit.
